Steam's workshop often breaks the mod files of the game and gets rid of the supported version string. Have a look in the text files in here \Documents\Paradox Interactive\Europa Universalis IV\mod Look for a supported_version="1.13" If it's not there, add it. Beware that if you do this and a mod has not been updated for that patch it will crash For the past few days the Steam Workshop has not installed any mods. I have subscribed to a few and it will instantly say that the mod is downloaded in the Downloads menu but will not appear in game. For example in Europa Universalis 4 all of my newly subscribed mods which steam said it downloaded have not appeared.
